For decades, the specter of Andrés Manuel López Obrador has haunted Mexico’s ruling elites. After July 1, his coalition triumph - after years of contested elections - could change the country’s domestic, regional, even international policies.For a year or two, international media touted the neoliberal reforms of President Enrique Peña Nieto. However, as the “reform” narrative has proved hollow, Nieto’s approval rating has plunged from almost 50 percent to barely 10 percent. So the media narrative has been revised it by downplaying Nieto but focusing on the flawed portrayal of Obrador as Mexico’s Chávez who will undermine Mexico’s future.

In Mexico, Crime Is Bigger Than a Crime Boss / Politics / Mexico

The July 11 escape of the notorious Sinaloa crime boss, Joaquin "El Chapo" Guzman Loera, from a maximum-security prison in Mexico has drawn considerable Mexican and international media attention. While the brazen and elaborate nature of the escape will add to the lore already surrounding Guzman, the escape itself carries little significance for organized crime in Mexico — though it will place a momentary strain on coordination between U.S. and Mexican law enforcement. The forces that drive the evolution of organized crime and their impact on society in Mexico are simply greater than any single crime boss.

Mexico's Zetas Are Not Finished Yet / Politics / Mexico

Scott Stewart and Tristan Reed write: During the question-and-answer portion of our quarterly Mexico Security Monitor webinar, we were asked a question pertaining to the current status of Los Zetas. The question was something to the effect of: "Some Mexican media outlets and analysts claim that Los Zetas have been dismantled as an organization and are now little more than a 'ragtag operation.' Why do you disagree with that assessment?"
This question apparently came in response to our quarterly cartel report (an abbreviated version is available here), in which we wrote that despite the leadership losses suffered by Los Zetas, including the arrest of their leader, Miguel "Z-40" Trevino Morales, there were no signs that other leaders were challenging the current leader and Miguel's brother, Omar Trevino Morales. We also wrote that we believed Los Zetas have maintained their operational capabilities in terms of drug smuggling and other criminal activity, and that they have retained the ability to defend their operations and to continue conducting offensive operations deep in their rivals' territory.

On Friday, two patrol cars were ambushed by armed gunman in downtown Ciudad Juarez. In the ensuing firefight, seven policemen were killed as well as a 17-year old boy who was caught in the crossfire. This week’s Geopolitical Intelligence Report provided a high-level assessment of the economic forces that affect how the Mexican people and the Mexican government view the flow of narcotics through that country. Certainly at that macro level, there is a lot of money flowing into Mexico and a lot of people, from bankers and businessmen to political parties and politicians, are benefiting from the massive influx of cash. The lure of this lucre shapes how many Mexicans (particularly many of the Mexican elite) view narcotics trafficking. It is, frankly, a good time to be a banker, a real estate developer or a Rolex dealer in Mexico.

There are two cartel wars currently raging in Mexico that have combined to produce record levels of violence in 2009. The first war is the struggle between the government of Mexico and the drug cartels. The second, a parallel war, is the fight among the various cartels as they compete for control of lucrative supply routes. Shortly after his inauguration in December 2006, President Felipe Calderon launched an all-out effort to target the cartels, which he viewed as a major threat to Mexico’s security and stability.
