Since the collapse of the Soviet Union and the nominal end of the Cold War some twenty years back, rather than reducing the size of its mammoth defense spending, the US Congress and all US Presidents have enormously expanded spending for new weapons systems, increased permanent military bases around the world and expansion of NATO not only to former Warsaw Pact countries on Russia’s immediate periphery; it also has expanded NATO and US military presence deep into Asia on the perimeters of China through its conduct of the Afghan war and related campaigns.

Weak Russian Military Suggestive of Nuclear First Strike Doctrine / Politics / New Cold War

In October 2009, Nicolai Patrushev, Russia’s Security Council Secretary, announced that the new military doctrine was on its way. The old one was dated back in 2000 and written even earlier, under Yeltsin. Patrushev named the announcement of Russia’s right for a preventive nuclear strike the key provision of the new doctrine. He kept his word, and this provision does exist in the text of the doctrine approved by the Security Council. The President of Russia is expected to sign the document by the end of the year. Experts believe that the doctrine is fair and properly reflects the current state of affairs.

Russia is attempting to reforge its Cold War-era influence in its near abroad. This is not simply an issue of nostalgia, but a perfectly logical and predictable reaction to the Russian environment. Russia lacks easily definable, easily defendable borders. There is no redoubt to which the Russians can withdraw, and the only security they know comes from establishing buffers — buffers which tend to be lost in times of crisis. The alternative is for Russia to simply trust other states to leave it alone. Considering Russia's history of occupations, from the Mongol horde to Napoleonic France to Hitler's Germany, it is not difficult to surmise why the Russians tend to choose a more activist set of policies. A lot has been written about last month's conflict between Russia and Georgia, and the continuing tensions in the region. Certainly, there were many important lessons to be gleaned from the conflict relating to the Russian military , Russian foreign policy and the broader geopolitical balance of power .
One facet of the Russian operations in Georgia that has been somewhat overlooked is the intelligence aspect. Clearly, the speed with which the Russian military responded to the Georgian invasion of South Ossetia indicates that they were not caught off guard. They knew in advance what the Georgians were planning and had time to prepare their troops for a quick response to the Georgian offensive.
