China’s Rare Earths, Locked And Loaded / Commodities / Rare Earths

President Trump has picked a fight with China on trade. This has run the gamut of badgering to the imposition of tariffs on Chinese exports to the United States. And, if that is not enough, the President threatens to lay on more tariffs if China fails to comply with a host of U.S. demands. China will not stand idly by and be beaten with a stick, but will they pull the trigger?

One weapon that China has in its arsenal is rare earths. As the Global Times, a state-owned Chinese newspaper, put it: rare earths are “an ace in China’s hand.” Rare earths cover 17 important elements on the periodic table. And, they are elements in which China occupies a dominant position. Furthermore, the Chinese leadership is well aware of the strategic importance of rare earths. As far back as 1992, Deng Xiaoping stressed that “the Middle East has oil; China has rare earths.”

And that is not all. China knows that rare earths can be used to counterpunch. Last month, China’s Natural Development and Reform Commission, a body that oversees Chinese policy shifts, pointedly brought up rare earths in a question-and-answer bulletin on the threat of a rare earths export ban. The notice read: “Will rare earths become China’s counter-weapon against the US’s unwarranted suppression? What I can tell you is that if anyone wants to use products made from rare earth to curb the development of China, then the people of the revolutionary soviet base and the whole Chinese people will not be happy.”

US China Trade Impasse Threatens US Lithium, Rare Earth Imports / Commodities / Rare Earths

On Friday the United States made good on its threat to ratchet up the trade war against China, after the two parties failed, after weeks of negotiations, to reach a deal.

The Trump administration hiked tariffs on $200 billion worth of Chinese imports to 25% from 10%, adding to the $50 billion in goods already being taxed at that level. The tariff hikes went into effect at midnight on Thursday.

The negotiations appeared to be going well up until a couple of days ago, when Treasury Secretary Steven Mnuchin and Trade Representative Robert Lighthizer accused the Chinese of reneging on earlier commitments.

Nobody outside the trade delegations knows what went on behind closed doors in Washington, but it appears to us that the American team just got played. Dealing with China, or other Asian nations for that matter, is different from negotiating with fellow North Americans, or Europeans. It’s important to come across as respectful, and calm. Shrewdness is valued. Bluster and strong-arming are frowned upon.

Chinese negotiators will seldom agree to the first draft of a deal; the more common practice is to go back on what was discussed and amend the agreement, knowing full well that the other side won’t accept. But that’s ok. Like a chess game, the Chinese delegation was likely awaiting the next US move. Instead the American delegation slammed its fist on the chess board, immediately ending the game.

Rare earths deja vu: Chinese crackdown = higher prices / Commodities / Rare Earths

In a scene awfully familiar to those who follow the rare earths market, China is once again threatening to hatchet production of the valuable minerals used in high-tech, renewable energy and military applications.

Last week it was reported that the Chinese government published new guidelines designed to eliminate illegal mining and encourage more high-end processing. Those sterile words are code for “less polluting”.

Shutting down illegal rare earth mines is nothing new to the Chinese, who have found that the process of extracting rare earth oxides from ore and refining them into useable products has come at a high price to the environment.
